Well, an 8.5 by 11 inch at 300 dpi is 8,415,000 pixels, or almost 9 megapixel. That is about the minimum. For larger use, more megapixels are needed. It really depends on the intended use.

Oh, and the more there is is to start, the easier it is to keep quality with edits.

Well to be honest. I don't think that mpx will matter must for your stock photography. You better change the technology. A DSLR with decent megapixel (12 or above) censor will do a great job.
