CIA plans to support Cuban refugees in an attempt to invade Cuba and foment an uprising against Castro was in the works before Kennedy became president. The young President was encouraged to continue the operation. Key elements of the plan were changed along the way. With a bit more experience and/or confidence Kennedy would have probably stopped the whole thing at a couple of different points. But the operation was carried out and was a disaster. Kennedy looked like an amatuer. The Russians were emboldened, thinking they could take advantage of a light weight US Commander in Chief. That feeling lead to the Cuban Missile Crisis.
