The proposed alternative wording was "We the States." The significance is the idea of popular sovereignty. The people choose to form a republic. The people also formed the States. But the new government was not just an association of sovereign states that could be changed by any of the States. The people hold the power. They give that power in a limited way for a limited amount of time.
