Congress was controlled by the Radical Republicans during Reconstruction. They had been ardent abolitionists before the war. Congress took control of the country after the war. President Johnson's impeachment trial shows that the Executive branch was ineffective against their power.
The abolitionist Radicals converted to civil rights advocates and sought to punish former Confederates.
