0.06 is six hundredths. HUNDREDths. So the fraction you write is 6/100. Imagine having 0.06/1. It's the same number. So if we write 0.06/1.00, it's the same number. If we move the decimal place two places to the right in both the top and the bottom, you get 6/100. Which is easier to visualize as being in fraction form. Remember you can't have decimals in a fraction so you can use that trick of moving equal amounts of decimal places in the top and bottom until all of the decimals are gone.
