Definitely (D) U-boat wolf packs. The others don't make a lot of sense.

The convoy system was used as a defensive measure against the wolf packs and ships were vulnerable in an area of the Atlantic too far for the Luftwaffe to impact to any great degree. Germany's navy was essentially non-existent so panzershiffes didn't play a huge role in strangling Britain's supply routes other than as raiders. But what Germany had a lot of were u-boats which, at least early on, ravaged shipping lanes in wolf packs almost at will.
