I didn't really cover this like ever but I mean I'd assume that a line is tangent to the circle if and only if one of the legs of the triangle is the radius of the circle, and the other line is perpendicular to the radius.

if it forms a right angle then yes... meaning use cos, sin, or tan to find out if angle ABO is 90 degrees
