Both Democritus and Dalton suggested that matter is made up of atoms.
That is true. However, these thinkers posited the existence of atoms for different reasons. John Dalton carried out quantitative experiments in which he weighed out chemical substances and their reaction products. He proved the law of multiple proportions, which suggested the existence of atoms on an experimental basis. Democritus came up with the concept of atoms by thinking about matter and whether it was possible to cut matter up indefinitely. Democritus was trying to think about a system of morality. He favored the existence of matter as atoms, because if it existed that way, the atoms could move in random motion, and then human beings could have free will.
