Well, I wouldn't consider "B" a goal, it's an expectation. All presidents will thrive to lower the National Debt.

The answer is likely A. I say this because Reagan and Gorbachev were two main political figures during the Cold War. It was his goal to get the USSR to decrease it's nuclear weapons, stop interfering with US relations, and to ultimately make peace.

You see, Russia supported a Communist style Government. They came over to South America and spoke with Fidel Castro and supported his Communist Regime. America didn't like the idea of Communism being over here. America supported South Korea, a democracy, during the Korean War against North Korea, a Communist-backed state of Russia. This contributed to tension between the U.S and Russia, too.

Reagan and Gorbachev had several meetings to address the issue, and in the end both sides resolved their conflict. Reagan stood in the capital of Moscow, and Gorbachev in the capital of America. Gorbachev asked Reagan, "do you still think Russia is an evil country?" and Reagan responded, "those were different times."
