Could someone please explain in simple terms what would happen if a eukaryotic cell had a damaged enhancer and what would be affected/changed in the gene regulation progress?
enhancer is the part that starts DNA transcription. So basically if your "start engine" is damaged, the gene might not work at all, or work in some weird way
okay.. to be honest, Biology is confusing somewhat. to my question early, would this mean that specific transcriptions would take over the gene expression or RNA polymerase wouldn't bind to the enhancer?

the way that transcription works is that if you have some protein (polymerase) attached to it. If that part of the gene is damaged, it is most likely disfigured, then the site that the protein bind with it is no longer available (because since it's disfigured, its shaped changed)
or it is also possible that the protein can bind, but maybe it binds in a different place, or maybe since the chemical structure of the enhancer changed, the reaction may go differently than what it normally would
would the DNA-protein (mediator) bonds have anything to do with this? I know that activator is a transcription protein that binds to an enhancer and the mediator protein connects the enhancer to the promoter region...
I'm sorry, but I can't help you further. I'm majoring in chemistry, and the last bio class that I took is 9th grade in high school, so... I can only answer in the perspective of chemistry, but anything other than that is a hopeless cause :P
