The three separate branches thing was conceived by someone else... I am drawing a blank on the person's name. Option C does not make any sense. D does not make sense either. Some of his philosophical writings are about the social contract, which is about the legitimacy of the authority of the state over the individual. He also contributed to liberal theory, which is about liberty and equality.
