I feel like there is something missing >.< Mean is the average , and median is the middle number when put in least to greatest order.

Yup, we use the mean when the data is normally distributed and the median is best if it is not normal or unknown so..I would say the mean for the city and the median for the rural.

because when the mean = median we have a normal distribution and the city is about normal, but not exact the country (rural) is too different 10 and 7 so it doesn not sound very normal.

If it is normal or almost normal, use the mean
