The phrase "all men are created equal" in the Declaration of Independence means that

All citizens are equal, no one is a slave, everyone has the same rights.

It means "All men are created equal under the law" as initially "Rich and Poor", then "All Races", then "Male or Female". This was the progression of our experimental democracy, and today "Heterosexual or Homosexual" which I think is stretching it a bit because only about 4 % of populace are Homosexual and as a aberration I don't think it should be validated, but I also don't think they should be mistreated.
