Angle O is the central angle and angle R is an inscribed angle, so their measures will be different.
hero (hero):
When the intercepted arc is minor, which in this case, it is, the inscribed angle is exactly half the measure of the central angle.
Since the measure of angle R is 37 degrees, angle O must be twice the measure of R.
