Angle O is the central angle and angle R is an inscribed angle, so their measures will be different.

When the intercepted arc is minor, which in this case, it is, the inscribed angle is exactly half the measure of the central angle. Since the measure of angle R is 37 degrees, angle O must be twice the measure of R.
