(x - h)^2 + (y - k)^2 = r^2
x^2 - 2x + 1^2 + y^2 - 6y + 3^2 = 26 + 1^2 + 3^2
(x - 1)^2 + (y - 3)^2

6 = radius
(1, 3) = center
