I don't understand how to answer this... Identify two policy decisions that are normally made at the state level. For each, write a sentence explaining what choices state governments are making.

What kinds of things does your state government do that the Federal government doesn't. Remember cities are chartered by States so you can consider them part of state government. Sales tax, gambling, driver's licenses seem to fit

So if I chose sales tax, how would I write the sentence?

States that impose a sales tax are choosing a source of revenue over the people's right to use their money as they choose.

okay thanks. I'm going to pick driver's license too but what are they choosing?
