Incentive: It was a way to escape what happening to China. Because china resisted change in the west. Japan was under the threat of western imperalism, so indorer to escape it they needed to modernize
Foundation: Many merchants had saved large amounts of capital which could be invested into industry. Some industries ahd already established and just needed to grow
Modernisation:The charter oayh of 1868, employed experts from all over, which furthurerd there education,politics, military, and etc.
