Base 10 can probably be assumed, as the subscript is usually omitted. \[\begin{align*}\log(2^x+3)&=3\\ 10^{\log(2^x+3)}&=10^3\\ 2^x+3&=1000\\ 2^x&=997\\ \log_2 2^x&=\log_2 997\\ x\log_2 2&=\log_2997\\ x&=\log_2997\end{align*}\]
