It's D, because if you take away "of the citizenship award", which is what is called a prepositional phrase (they add mostly unneeded details to jazz up sentences), you see "The recipients ARE". If you read that out loud, it should ring a bell. It would not be C, because "An assortment WERE" sounds wrong (because it is)
