Option #1 can't be right because the title is always in quotes, option #2 can't be right because the name of the article always follows the author name, and option #3 would be correct if you were using the MLA format (are you? This is an important factor), but if not MLA, then you're absolutely right, it would be D. As far as I know, every citation format requires the last name before the first.
