Why did the representatives to the Second Continental Congress decide to write the Declaration of Independence?

It was the only way for the colonists to prevent British control over them.
It was the only way to restore colonial trade with England.

Well by this time, I highly doubt they still wanted to trade with Britain... So I would have to say Break off is the more likely part.
