Start with a look at a federal or state budget - there's a lot of information re: where tax dollars go to, and some looking at your textbook should tell you about what is mandatory and discretionary spending (hint: a lot of government spending is mandatory spending, not really optional - things like social security are promises that can't easily be altered.
