Why are Pandas' diets consist of Mainly Bamboo Even though they are carnivores?

They're classified as carnivores due to their genetic and metabolic characteristics of carnivores. They eat about ninety-nine (99) percent bamboo, and don't eat any meat at all -- but what makes them carnivores is their /ability/ to eat meat. They could if they pleased.
