in D, 0 is paired with both 9 and 12 so not D
The answer is B because when you have a function it must not happen (1,9) and (1,5) for an example. So one element cannot have two different images. In A) You have (1,2), (1,-1), (1,4) That is not function. In C) There is (2,-1) (2,5) Again it's not a function D (0,9) (0,12) it's not a function. Did you get it?

Another way around, for example (1,4) and (3,4) is possible and it is a function, In B there is 1,-5 and 2,-5 it is allowed and it is a function. Hope it was helpful
