Substations take the electricity from power plants and from the transmission lines and transform it from high to lower voltage.

Yup its simply for the distribution of electricity. Generating power stations have very high voltage that is distributed to provide us electricity.... IN this way...>>>>...At the generating power stations the voltage is stepped up to several thousands of volts and power is transmitted at low current to long distances without much power loss. step down transformers then decrease the voltage to a safe value at the end of line where the consumere of electric power is located. inside a house a transformer may be used to step down the voltage from 250 volts to 9 volts for ringing bell . this is how the electriciry distributed.
