Couldn't be A. because that was actually Western Europe, from Ireland due to the Potato famine.

hispanic population grew tremendously.

again...most came from Eastern Europe

Laws were being made against Asians, not letting them take up jobs or become citizens. This lasted until really late in the 1900's
