Welcome to open study! well, I think the answer should be that an ancient land area was invaded by the sea. Its because that the lizard-like dinosaur and the fern like tree were buried underneath the fish fossil and the shellfish fossil. I mean there should have been a land first, after which the sea invaded, hence, the dinosaur got buried in the last level of rock. And then on the upper layers, there were fishes.
