Before it rained, only 25% of the plants in the desert garden were flowering. If 17 plants were not flowering before it rained, how many plants were in the garden in all? Use Proportions to Solve Percent Problems

It is easiy because it says that the 25% is 17 so you multiply 17x 4 and that gives you 68
