Zoning is a device of land-use planning used by local governments in most developed countries.[1][2][3] The word is derived from the practice of designating permitted uses of land based on mapped zones which separate one set of land uses from another. Zoning may be use-based (regulating the uses to which land may be put, also called functional zoning), or it may regulate building height, lot coverage (density), and similar characteristics, or some combination of these. Similar urban planning methods have dictated the use of various areas for particular purposes in many cities from ancient times.
A lot of things influence voter preference. Lets go back to the time of the Vietnam Conflict. There were politicians that were in favor of us being involved. There were voters in the same party that had voted for that politician before that later voted against them because they were sick of the war. That is just one example. Many, many more exist.
