Classical conditioning occurs when a previously neutral stimulus (a bell in Pavlov's experiment) comes to be associated with another stimulus which already elicits a response (food). In Pavlov's experiments, the salivation is an instinctive behaviour elicited by the food which then became associated with the bell through conditioning such that the bell was able to elicit salivation.
