First reduce the number part by dividing both constants by 27 to get 2/3. The rule for exponents when dividing is to subtract the denominator's x terms from the numerator's x terms. The a^3 in the denominator reduces to 1 and the numerator is left with a^2. Do the same with the b's. But this time the numerator's b is reduced to one and the denominator has one b left. The final answer to this is 2a^2/3b.
