If you look at the amount of time it took each of them to ride 4 blocks, you see that Rita can go 4 blocks in about 4 minutes, while Juan can only go 4 blocks in 8 minutes.

If you look more closely, you can also see that Rita can ride about 1 block per minute, and Juan can ride about 2 blocks per minute.
