A drag race was held with 20 contestants. The best time was 7.4 seconds, and the worst time was 10.3 seconds. Only half of the contestants advance to the final race. Which measure of central tendency should be used to calculate the cutoff time for the final race?

I assume this is saying what time should be used to eliminate half of the racers and allow the other half to proceed to the final race. The best way to do this would be to take the middle value among of all the times and use that value to determine who stays in and who goes. This would eliminate half of the racers, and allow half to move on.
