You can tell just by looking at them

If you plug in X into the function you will have a Y value come out. So if you plug in the same X into your function you will have the same Y value come out every time and you can see that some of the X values repeat so you can eliminate the ones who have different Y values

B is not a function because if you notice there are two -13 values for x but they have different Y values which can not be

C) Has two -3 values check to see if the Y values are the same, if they are it is a function. D) If it has any repeating X values or Y values check to see they are the same so that it is a function, if not it may or may not be a function depending on your check for all the other tables
