my guess is the "parent" is 
$$f(x)=|x|$$
this is some new terminology which is not really math, but that is my guess
the translation will be $17$ units to the right, and $14$ units down

oh, except it is written as 
$$f(x)=|x-h|+k$$ and so if $h=-17$ then it is 
$$f(x)=|x+17|-14$$ so the translation will be $17$ units to the LEFT
