I noticed on the reading list for this course that functions seem to be overlooked. Do they touch upon this eventually, and if not, should I still learn them anyhow?

Functions are touched on in most CS programs. I would be surprised if they didn't at least cover what they are.
OpenStudy (anonymous):
There are two chapters of the recommended reading devoted to functions a lecture and a recitation iirc.
