The reason is because whenever you use colons, the phrase before the colon MUST be a complete sentence/thought - never a fragment

Which is good. But it is better not to state the answer outright. Just describe the rule, then let the person do their own work. =)

The why part is fine, but before the why you did "The answer is D :) " We try to avoid that so that a person still has to do their own work.
