Who did the McNary-Haugen Bill help

It didn't help anyone because it was neve passed into law. Well, it probably helped it's sponsors get reelected. It was an effort to price fix wheat prices by having the government buy wheat at a fixed price. It didn't pass, but the idea came around again later. It's much like what we do today with several commodities.
