Ok, so these values (18.5 and 7.2) are the side measurements. The length being 18.5 and the height being 7.2. So you could also use the distributive property to find the answer...see any of the answers that have the DP?

The answer is B... 2 x 18.5 = 37 2 x 7.2 = 14.4 37 + 14.4 = 51.4 That was the original equation given in the question. Answer B: 2(18.5 + 7.2) Use the D.P. (Distributive Property) 2 x 18.5 + 2 x 7.2 This looks A LOT like the original equation ;) Do you understand now?
