The graph shows a "less than", strict inequality. That alone should narrow down your choices quite a bit. Then just solve the inequality to verify that it matches the solution set in the graph.
The answer is D since it is simplified to y<-4 -4 is greater than all possible numbers for y so the arrow goes in the other direction
