Lobbiest reward the members of congress that promise to vote the way that the lobbiest wants. This is in advance of the vote. That how they know WHEN to vote a bill. That is why they know before the vote exactly how it will be voted on and if it will pass..... @lyonhunter96

well, it really doesn't have to any lobbyist it's basically congress all agreeing so that the it can become a bill and once that done the congress can give it to the president to make a law or the president vetos it
