Are you asking historically our present day? This could be massive in scope.

India is one of the worlds most populous democracies. Overall democracy has improved the lot of the poor in India. The have a long history of a caste system the pretty much legitimized the idea that lot's of people are going to be poor and the rich only had limited responsibility for them. Since independence, the caste system has weakened. In the past couple of years the Indian government has loosened regulation on business. This has helped the middle and upper classes, but the poor people around commercial centers are better off than the poor in rural area. Some people get government welfare but not all. The people of the country are caring and generous to a point, but the caste system is still in the conscientious. The international community is responsive to poverty throughout the world.. Help to India has to take into account it's sovereignty, and it's role as an Asian power. We can't be seen as displacing their government. The British commonwealth countries take the lead in most humanitarian efforts in India. India is a former British colony. You ought to be able to cut that down.
