i do not know the formula but there are many theorems to see if 2 chords are congruent

Two chords that are equidistant from the center of a circle are congruent to one another; two chords that are congruent to one another are equidistant from the center. That is what I know about chords; I'm not sure what else you are looking for.

There is no "way to do it". Because it's a theorem, you don't have to worry about proving it; its already been done for you. You have no need to prove it, only know that it's true. To answer that question, simply state that the chords are congruent because they are an equal distance away from the center of the circle.
