seems like a rather odd question .... 1 2 3 4 5 1 2 3 4 5 5, 33, 25, 55, 96, 75, 23, 69, 37, 17, 12. * * * * * * * * 11 in the population, 3 of which are not greater than 20 gives us 1 - 3/11 = 8/11

was it designed to try to cull the population proportion from the sample proportion? just seems odd
