To clarify, there are 8 boys, and 24 students. If we assume that she doesn't have any students that are not boys or girls, then she has 24 - 8 girl students, which means she has 16 students. To find the ratio between girls and boys, turn it into a fraction, which is 16/8. They question does not ask the ratio between the total number of students and the number of boy students, which would be 24/8, or 1:3 as you say. The question clearly asks the ratio between the girl and boy students, which is 2:1.
