Well the S-R latch is quite understandable for me and how it works.This IC has four flip flops but two of them have two S-S1 and S2 namely.Which is confusing me.

There are two flip-flops that take two S signals. Both S signals must be H for the flip flop to work. I think people use the second S signal as a "clock enable" in other words, if you have a clock that sends out a pulse at some rate, and you put signals on the flip flop, it won't "do its thing" until the clock pulse arrives.

according to http://www.electronics-tutorials.ws/sequential/seq_1.html it can be used to make a debounce circuit
