so right now, as it stands, each person wastes 600 gallons/month because of the leak.

In a year, that amounts to (12 months/year)*(600 gallons/month)=7200 gallons/year

In terms of money, each gallon is $0.04, so each person wastes: 

(7200 gallons/year)*($0.04/gallon)=$288/year

If there are 1000 people doing this, we multiply the number above by 1000.

$288/year*1000=$288,000/year

which is the number given above.
