What might people who were stronger or smarter than others try to do?  Why?

@ManImStumped, okay since you said the form of government should be democratic, would it be: A democracy is a government that is run by the people.  There are two different types of democracies.  A direct democracy is one in which the people govern themselves; a representative democracy is one in which the people elect officials to run the government for them.

It would be a direct democracy, I think. After all, there aren't that many people. And oh my god, this is seriously a 'Lord of the Flies' assignment. Watch the movie. One of the characters is stronger and he starts making everyone his 'pack', with him as the sole leader. They would want to have everyone under their thumb, and they would find ways to get out of doing any work themselves by claiming that being the leader is a job. They would take first dibs in food, the best place to sleep, and have, pretty much, 'slaves' at his disposal.
