It didn't really need to be. I've closed questions without answers and asked new ones before. It's what you're supposed to do. Regardless, I have no definitive answer for this. I think I know but I'm not going to pretend to be an expert.

I has to do with the medal system. When you ask several questions on one thread, you make it harder for people to earn the medals they deserve for giving answers.
