It would benefit those who already imported, it would benefit in two ways, the first being that they would get to get to certain places faster than usual, and they second, they had a lot less traffic then if this law wasn't inplace.

It would hurt those who produce cars mainly because of the cut off, they would lose money at some point, in the end they might go out of business because of the fast drop of money.
